Human Resources Staff
Tony Alves, Human Resources Manager, is responsible for the overall administration and execution of all City of Gulfport human resource functions. He coordinates the hiring of new employees, overseeing compensation, benefits, training, and worker relations. He also advises supervisors and staff regarding employment policies and regulations (including civil service), to ensure that department practices are in compliance with local, state, and federal requirements.
Tony graduated from Louisiana State University in 2018 with a graduate degree in Human Resource Management with an emphasis on workforce development. Tony has been with the city since 2004, and prior to becoming the HR manager, he served as a lieutenant with the police department, where he was the officer in charge of administrative service. He is also a commissioned officer with the Mississippi Air National Guard, where he serves as a flight commander and logistics officer with experience setting up systems and processes across multiple distinct departments, locations, and operations. Tony brings his administrative and military experience to the position with a proven track record of success, which will be invaluable in meeting the city’s goals and objectives.

Catherine Williams, Benefits Administrator, has worked for the City of Gulfport since July 2007. She has over 10 years experience in Human Resources, 7 years serving in an Administrative capacity, and 2 years in Accounts Payable. She was previously employed as a Human Resources Assistant at Hollywood Casino, Account Payable at Hardin Construction Company, and as a part of the New York Yankees’ Administrative Team.
Catherine’s education includes Computer Science and Business Administration coursework at the Business Computer Training Institute and Business Management at MGCCC and she is responsible for the administration and implementation of the various employee benefit plans such as life, health, dental, and disability insurances, vacation, sick leave, PERS retirement plan, leave of absence and worker’s compensation.

Saunya Lamb, Personnel Specialist, has over 7 years of experience in Human Resources. She was previously employed as the Personnel Officer at Specialized Treatment Facility, which is part of the Department of Mental Health and the State of MS. She is responsible for maintaining the Human Resources Information Systems (HRIS), Salary/Pay/Status Changes, Records Management, and special projects.
